Popular Sovereignty is a twice a year reflective journal about participatory budgeting and participatory democracy. It came as a product of the Seminar titled "The Future of Participatory Democracy: Control Technique or Popular Sovereignty", which took place in October 2007 in Porto Alegre.
The Journal aims to reclaim the principles of popular sovereignty through the construction of public parameters of social justice and through the strengthening of sources of local and global popular power. To this end, we are interested above all in the relationships between popular power, democracy, and the following themes: urban social movements, participatory methodologies, environmental sustainability, the social function of property, progressive income and property taxation, urban planning, the analysis and tracking of local budgeting processes, co-management of public policies, local development, solidarity socio-economy, cooperativism, community management of services and participatory reform of public administration. Through the hard and fraternal critique of existing participatory experiences, the Journal seeks to react against the growing banalization of the concept of popular participation and its use as a tool of social control and normalization.
The Editorial Council is currently composed of the Technical Team of CIDADE. The texts are published in their original version. When possible, they will be made available in English and Portuguese.
